The Building Strong Communities initiative was launched by CESA 11 through funding from a Department of Public Instruction discretionary grant in 2000. An Early Childhood Interagency Council was formed with the goal to develop and implement community efforts that would promote the healthy development of all children, with emphasis on brain development and the first five years.
