This training is about the new federal and state requirements for reporting progress and outcomes of young children with IFSPs and IEPs. The recent emphasis on accountability is driven by the Government Performance and Results Act (GPRA, 1993) which requires federal agencies to collect and report data on performance to Congress and the Public. The Office of Management and Budget introduced the Performance Assessment Rating Tool (PART) to align the budget process with performance data required by GPRA. In 2002 when IDEA programs were assessed, the finding was “results not found” meaning that insufficient data existed on which to determine the performance of IDEA programs. The Individuals with Disabilities Education Improvement Act (IDEA) 2004 reinforces this heightened awareness of accountability, with the primary focus of state and federal monitoring activities being on improving educational results and functional outcomes for children with disabilities. The Office of Special Education Programs (OSEP) is responsible for ensuring state compliance with IDEA e.g. improving educational results and functional outcomes for children with disabilities. The finding of the PART assessment e.g. “results not found,” reinforced the need for OSEP to develop a system to provide data demonstrating the impact of IDEA programs.

Purpose of the OSEP Child Outcomes Training:

  1. Participants will understand the federal and state mandates to collect information on three OSEP Child Outcomes;
  2. Participants will understand how to use on going assessment information to enhance service planning and improve child outcomes;
  3. Participants will understand how to summarize the data using the Early Childhood Outcomes Summary Form;
  4. Participants will understand how to report OSEP Child Outcomes Data to appropriate state departments.

Participants:

The Wisconsin’s Children Moving Forward: OSEP Child Outcomes Training is intended for teams from counties and school districts that will be collecting and reporting OSEP Child Outcomes Data to the Department of Public Instruction or the Department of Health and Family Services. Teams may include Birth to 3 Service Coordinators, Birth to 3 Program Managers, Early Interventionists, Directors of Special Education, Program Support Teachers, Local Education Agency (LEA) representatives, teachers, related service personnel, principals and others as appropriate.

Training Resources:

Training resources are designed for those responsible for facilitating the OSEP Birth to 6 Child Outcomes Training in regional, CESA-wide, and/or local trainings including:

  • RESource and other Birth to3 facilitators;
  • CESA and LEA Program Support Teachers and other facilitators;
  • Community Collaboration Coaches;
  • and Higher Education Partners

Training Design:

A module format has been used to design this training. The Introduction Section and Resources and Wrap-up Section are intended to be used for ALL trainings. The facilitator can choose to use one, several or all modules for training. 

The training design team is aware of the fact that highly qualified educators who are experienced trainers will be using this document. It is our hope that you will use the materials that have been prepared for the Wisconsin’s Children Moving Forward: OSEP Child Outcomes Training and continue to enhance the trainings you will be doing by adding and/or adapting group activities to meet the unique needs of your audience. If you develop new group activities or video clips, please send them to Mary Peters, Department of Public Instruction Mary.Peters@dpi.state.wi.us so that they can be added to the training materials and shared with other trainers.

Training Modules and Participant Objectives:

Introduction

  • Participants will become acclimated to the environment and familiar with other participants attending the training.
  • Participants will get to know and feel comfortable with the presenters doing the training.
  • Participants will become familiar with the DHFS and DPI as the agencies associated with the OSEP Child Outcomes Training.
  • Participants will become aware of the agenda and purpose for the training

Module 1 OSEP Child Outcomes Background Information

  • Participants will understand how to collect information on the three OSEP child outcomes
  • Participants will describe the indicators associated with the state performance plan (IDEA Part B, Indicator 7 and IDEA Part C, Indicator 3).
  • Participants will have an understanding of Wisconsin’s Birth – 6 Child Outcome System.

Module 2 Understanding the OSEP Child Outcomes

  • Participants will describe the purpose for measuring child outcomes.
  • Participants will know and understand the meaning of functional outcomes.
  • Participants will know the three child outcomes and the description of each of the outcomes.

Module 3 On Going Child Assessment

  • Participants will understand how to use on going assessment information to
  • enhance services for individual children.
  • Participants will describe the Wisconsin Assessment Princlples.
  • Participants will understand how the OSEP Child Outcomes and the assessment instruments are aligned through the use of the ECO crosswalks. 
  • Participants will become familiar with the assessment tools and assessment best practices.

Module 4 Team Process for Completing ECO Child Summary Form

  • Participants will describe how to use multiple measures and sources to complete the Child Outcomes Summary Form (COSF).
  • Participants will understand how to complete the COSF, including completing summary of relevant information and determining child ratings in the three child outcome areas.
  • Participants will utilize a decision tree for summary rating discussions during their team decision process.

Module 5 Reporting OSEP Child Outcomes

  • Participants will describe how to report child outcomes data using the child outcome reporting web-based survey.

Module 6 OSEP Child Outcomes Team Process

  • Participants will develop a team process action plan to determine how they will:
    • use the child outcome summary form within teams
    • collect and organize information
    • make determinations about ratings
    • maintain child outcome summary information
    • decide who will report to DHFS or DPI

Resources and Wrap-Up

Participants will become aware of the resources that can provide on-going support for their districts and counties.
