Percent of preschool children with IFSPs who demonstrate improved:

A. Positive social-emotional skills (including social relationships);
B. Acquisition and use of knowledge and skills (including early language/communication;
C. Use of appropriate behaviors to meet their needs.

Part B Indicator #7 (3-5)
Percent of preschool children with IEPs who demonstrate improved:

A. Positive social-emotional skills (including social relationships);
B. Acquisition and use of knowledge and skills (including early language/communication and early literacy;
C. Use of appropriate behaviors to meet their needs.

Note: With the exception of words “early literacy” added for Part B (preschool), the indicators and child outcomes are the same for Part C (birth to 3) and Part B, 619 (3 to 5)

OSEP Three Child Outcomes (HO #2.2)

Background Information
OSEP developed a continuous improvement monitoring process that utilizes the State Performance Plan (SPP) and the Annual Performance Report (APR) as the primary mechanisms to assist states in being accountable to meet the needs of children with disabilities. The SPP contains 14 indicators for the Part C program and 20 indicators for Part B.
